　　China pledges to improve the future for ethnic groups with small populations by increasing investment in infrastructure construction and vocational training.

　　A senior offical from ethnic affairs, Yang Jianqiang, says a special fund will be allocated by the government to help the development of such groups.

　　"Our major task is to speed up infrastructure construction, improve living conditions, adjust economic structure, develop science and technology, and increase quality of population."

　　Among the 55 ethnic minority groups of China, 22 have a population of less than 100,000. Most of them live in remote areas with a poor natural environment.

　　1.中国国家民族事务委员会副主任杨健强先生介绍说，中国政府将在基础设施建设、生活条件改善，经济结构调整，人才的培养以及资金等等方面加大投入力度，以加快人口较少民族的发展。

　　2. ethnic groups：族群。

　　ethnic：形容词种族的，族群的，少数民族的，或者具有少数民族风情的。

　　例如：ethnic restaurants; 民族风味的饭馆；ethnic art.民族艺术。ethnic minority，少数民族。

　　在这里请大家注意，虽然ethnic minority指的是少数民族。但是新闻标题中提到的Ethnic Minority Groups，指的可不是少数民族，而是人口较少民族，就是说后者的Minority表示的不是少数民族，而是少数，人数上较少的意思。

　　中国共有56个民族，除了汉族外，还有55个少数民族。但是这55个少数民族里面，只有22个少数民族人口在10万以下，例如，毛南族、撒拉族等等。他们统称为人口较少民族，总人口约为63万左右。也就是说少数民族包括人数较少民族。

　　3. pledge to：承诺做某事。

　　pledge是“保证，承诺”的意思，即可以做名词也可以做动词,是新闻中常出现的一个词。

　　For instance, I pledge to give him a hand。我向他保证，我会帮他。

　　注意，pledge还有“典当物，抵押”的意思，例如：take sth in pledge以某物作为抵押。

　　pledge常见的习惯用法还有，sigh the pledge或者take the pledge，都是发誓戒酒的意思。

　　例如：ex-drinkers who have taken the pledge. 已经发誓戒酒的酒徒。

　　4. infrastructure：基础结构，下层构造。

　　新闻中的infrastructure construction指的就是基础设施建设。按照世界银行1994年世界发展报告《为发展提供基础设施》中提出的概念，基础设施建设分为两大类：一类是经济基础设施建设，另一类是社会基础设施建设。内容涵盖公用事业、公共工程，交通，文教、医疗保健等多个方面。

　　5. 本篇新闻的最后一个词是：remote。形容词偏远的，偏僻的。

　　它既可以指空间上偏远，也可以指时间上的久远。
